  调整薪酬分配结构,形成统一的激励机制。由于历史原因和国有企业的特殊性,一些国有企业还不同程度地保留着老员工以身份管理为主的用工方式和相关工资制度。这与新员工的管理方式和薪酬制度之间存在一定差异,容易形成攀比心理,也容易让新员工感觉不公平。深化用工制度改革,应正确处理新、老员工之间的利益关系,在“尊重历史、承认差别”的基础上逐步调整薪酬分配结构,逐步由身份管理向合同管理和岗位管理转变,充分发挥市场机制作用和劳动力市场的定价功能,最终打破“铁饭碗”的用工制度。坚持因事设岗、能岗匹配原则,努力确保各类员工各尽其能、各得其所。根据工作岗位、职业技能、工作绩效建立并完善薪酬激励机制,形成合理的收入分配差距,使薪酬分配结构既有公平性又具激励性。


  完善与现代企业制度相适应的市场化用工制度。建立健全以合同管理为核心、以岗位管理为基础的用工制度,形成人员能上能下、能进能出的合理流动机制。打破身份差别,统一按照相关劳动法律法规签订劳动合同,打破终身制;按照公开、公平、竞争、择优的原则,建立高效的人才引进、绩效考核、晋升与退出机制,形成动态、竞争性的用工管理制度;按照劳动合同规定的工作职责和工作业绩,结合工作实际完成情况进行科学合理的考核。另外,针对季节性用工、临时用工等动态用工情况,国有企业必须严格遵循国家法律法规制定相关政策,真正使相关员工与劳动合同制员工“同工、同酬、同福利、同管理”,增强他们的归属感,调动他们的积极性。本文摘自:《人民日报》
